A Study of Medical Care Delivery Systems in Korea

Abstract
The purpose of national health care is to give all the people good medical care, to serve all the people who are in need, and lastly to improve the overall health of the people as a whole. So, the medical care delivery systems exist in order to achieve these purposes. In order to establish those medical care agencies and we must distribute the function and improve the abilities of our medical personnel. We must regionalize the health care cycle and complete an ideal delivery system. In order to disperse out-patients, in-patients and the care of emergency patients, we must divide the medical care agencies into primary medical care agencies, secondary medical care agencies and tertiary medical care agencies. In the primary medical care agencies, we must have the inhabitants of a designated region, register at their designated primary medical care agencies. Initially, all the patients of the region should receive medical care at their primary medical care agencies. If necessary, the patient could be referred to the upper class medical agency, due to the recommendation of the doctor, after his consultation with the patient. The secondary medical care agencies will make it a rule to take only in-patients. The tertiary medical care agencies will consist of general hospitals, that make it a rule to take all of the patients, who are referred from primary or secondary medical care agencies. And the tertiary medical care agencies, should be equipped with highly professionalized facilities and technology, to provide medical care, by very professional physicians. The general physicians will serve at the clinics, and the most professional physicians will serve at the hospitals. The opening of the hospitals by professional physicians in a specific area is acceptable, but they should remain united overall as a single group. In the case of emergency patients, they can choose any of the medical care agencies; regardless of the designation of that agency. From the above listed proposals, I suggest the following conclusions; 1. In order to give all the people good medical care, it is necessary to distribute and raise the level of the function of the medical care agencies. 2. It is necessary to distribute the function of the medical personnel and to regionalize the medical care agencies by forming a logical health care cycle. 3. In order to promote medical care service continually and effectively, it is necessary to establish ideal medical care delivery systems. 4. It is necessary for the government to take part in the distribution of the function of the civil and public medical care agencies and to establish the medical care agencies throughout the country. 5. In order to establish effective medical care delivery systems, it is necessary to divide the system into urban areas and rural areas. 6. In order to establish the above listed medical care delivery systems, it is necessary for the government, medical personnel and the people to help and understand each other to the best of their abilities.
